Inability to urinate would likely more accurately be termed “acute urinary retention”. This could be due to a bladder problem or enlarged prostate or other issue and although could theoretically be life threatening, its relatively easy to recognize and treat.

Anuria would be inability to make urine. This is a disease of the kidney and is a lot more ominous, harder to recognize initially and usually harder to treat. Delay in treatment could result in sick kidneys ending up dead kidneys.

Thinking you are dealing with the former when in actuality the later has likely resulted in dialysis for an unfortunate number of people.
